Blaine was born in Monterey, California. He began drawing and sketching at an early age and started developing his sculpting skills in High School. Upon graduation he attained a position at The Monterey Sculpture Center. He became known as a master patinist and worked with other well-known artists, including Leot Vanderveen, Randy Puckett, Jack Zajac, Dale Evers and others. He was chosen to patina a 14-foot bronze sculpture of Duke Kahanomoku on Waikiki Beach in Hawaii. At the age of 25, Blaine was accepted to the Carmel Art Association, at the time the youngest person to have been accepted. He has been a member since 1986.
